Project Manager – Washington, DC – Onsite

Responsibilities 

1.The Bidder Project Managers (Resource) shall define all business-related policies and procedures (technical, operational & functional) for the DCAS Project workstream(s) functionally aligned to, such as but not limited to, Budget, Testing, Notices, Application Development, Security, Triage, Infrastructure, PMO etc.

2. The Resource shall oversee the deliverables and tasks (team inclusive) of the aforementioned work streams while monitoring, tracking, updating, reporting on the workstreams, milestones, gaps, issues, risks and alignment to the DCAS Master Project Plan.

3. The Resource shall function as a senior decision maker for all project related activities and escalated issues.

4. The Resource shall be required to present to stakeholders, partner agencies, and project staff the overall project health and deliverables.

5. The Resource shall assist in the design and mitigation plans for activities affecting the overall MPP.

6. The Resource shall assist in the design and management of the DCAS MPP.

7. The Resource shall function as the pro subject matter expert (SME) for all project management procedures within their workstream, inclusive of procedures and methodologies.

8. The Resource shall work with the DCAS Director, technical leads/peers, and the back-office team to ensure overall goals and health are measured and reflected in the MPP and aligned correctly to the APD.

Quality Assurance Specialists – Washington, DC – Remote to start

Responsibilities 

1. The Bidder Quality Assurance Specialists (Resource) shall design and manage all E2E testing cases.

2. The Resource shall test,review, and analyze the validity of test cases, scenarios, scripts, test plans, E2E plans.

3. The Resource shall function as part of a large testing/UAT team ensuring all application releases and new applications are compliant and defect free.

4. The Resource shall log, monitor, and escalate all defects, especially through ALM.

5. The Resource shall coordinate and drive testing sessions with SMEs, relevant stakeholders and project staff.

6. The Resource shall document and present testing analysis to the PMO, technical leads, and all required external and partner agencies.

7. The Resource shall operate as a contributing point of contact (POC) and SME for all testing related queries.

Business Analyst – Washington, DC – Remote to start

Responsibilities 

1. Bidders Business Analysts (Resource) shall be customer service oriented, have strong team and interpersonal skills, and shall have the ability to multi-task when required. Excellent oral, written, and presentation skills are a mandatory requirement.

2.The Resource shall be responsible for assessing current challenges, partnering with leadership to help develop strategic plans and initiatives to address priorities, identifying change opportunities and recommending supporting initiatives, planning and leading workshops for gap analysis and training sessions.

3. The Resource shall be required to analyze, validate and support implementation of requirements for DCAS projects from inception to conclusion. Evaluate current processes and recommend areas for improvement, optimization, development and or maintenance through analyzing system performance, known system issues, existing documentation,and supporting technology related to business processes. In this role the Resource shall
also develop, motivate, and provide mentorship to junior staff in a way that fosters a team environment and helps enable staff to fulfill their objectives.

4.The Resource shall become an integral part of the DCAS Team, making every problem associated with the platform a problem of their own and shall demonstrate the required initiative and critical thinking abilities necessary to resolve all problems and challenges accordingly.

Senior Consultant, PDM

Responsibilities 

1. Assist DHCF with managing the TPL Eligibility Verifications contractor.

2. Assist DHCF with managing the TPL Recoveries contractor following upcoming contract award.

3. Generate the RFP for TPL Eligibility Verifications and RFP for TPL Recoveries contracts.

4. Track all TPL related amounts gathered by TPL staff.

5. Generate quarterly CMS-64 reports for the DHCF Chief Financial Officer’s staff reports, which are the mechanism by which TPL recoveries are reported to CMS. 6. Interact between the MMIS vendor and TPL staff, as TPL-related issues arise.

Qualifications

a) Master Level experience working with State Medicaid MMIS with an extensive focus on Medicaid TPL

. b) Knowledge of claim lifecycle from Enrollment/Eligibility, Managed Care, Provider, Third Party 

Liability/Coordination of Benefits, Prior Authorization, Claims Adjudication/Payment, Overpayment/Audit, and Federal (CMS) Reporting.

Experience with participating in TPL Identification and Recovery initiatives in multiple states Medicaid programs.

d) Experience in consulting, project management, and new product development.

e) Bachelor’s degree

Senior Consultant, PBM

Responsibilities 

1. Assist DHCF with managing the PBM contractor.

2. Assist DHCF Contract Administrator with day-to-day oversight of PBM system and operations activities.

3. Act as liaison between District Business and Program Managers and the PBM vendor’s Technical Project Manager.

4. Produce the RFP for the PBM contract in five-year intervals.

5. Interact between District personnel and the MMIS, TPL and Provider vendors as PBM-related issues arise.

Qualifications

a) Master Level experience working with State Medicaid Pharmacy Benefit Management Systems.

b) Knowledge of pharmacy claim lifecycle from Enrollment/Eligibility, Managed Care/Fee for Service, Provider, TPL Coordination of Benefits, Prior Authorization, and Claims Adjudication/Payment.

c) Experienced working in environments with dotted line responsibilities to multiple stakeholders and experienced with motivating team members across separately managed organizations

Senior Consultant, TPL

Responsibilities 

1. Assist DHCF with the management of the clinical case management contract and electronic visit verification contract.

2. Create and update APD and Budget Tables for the clinical case management system and electronic visit verification

3. Assist DHCF in coordinating tasks to meet CMS certification requirements, coordinates the production of required certification artifacts that meet the criteria of the latest CMS regulations and guidance in the certification process.

4. Monitor deliverables based on the signed contract and oversees the delivery of system integration work products, manages reviews of system artifacts, monitors progress and takes an active role in monitoring project scope, requirements, priorities, resources, and schedule.

5. Work closely with clinical case management system and electronic visit verification system project management teams in developing project plans including milestones and resources needed following established project management methodology.

6. Coordinate recurring project management meetings between DHCF and system implementation teams to ensure important issues are aired and resolved.

7. Assist DHCF in coordinating train-the-trainer and end-user training sessions during system implementation to facilitate rapid adoption of the product.

8. Assist DHCF in coordinating UAT planning and UAT execution.  

Qualifications

a) Master Level experience implementing enterprise technology solutions that support the strategic direction of organizations.

b) 10 years of experience working with Medicaid and managed care organizations with focus on implementing systems that enable states to meet CMS Medicaid requirement.

c) Technical and business knowledge to execute project management, business and functional requirements identification and prioritization to provide effective recommendations to stakeholders.

d) Bachelor’s degree 

SME – Healthcare Operations Administration

 

Responsibilities 

1. Provide full life cycle management of the systems that make up the Medicaid enterprise to include development of request for proposals, development of advance planning documents, assisting with proposal evaluations.

2. Serve as DHCF’s primary author for advance planning documents when requesting funding from 

CMS.

3. Serve as the lead project manager or agency liaison when overseeing the design, development, 

and implementation of Medicaid enterprise systems and subsequent certification of the aforementioned systems.

4. Work with DHCF to resolve any operational concerns for the Medicaid enterprise systems.

5. Work with the other contractor project managers and provide oversight on any work products as required by DHCF.

Qualifications 

a) Master Level Project Management experience

b) Master Level experience implementing enterprise information technology solutions

c) Senior Level MMIS experience to including design, development, and implementation of a new 

MMIS and maintenance thereafter 

10 years of experience working with systems that comprise the Medicaid enterprise to include MMIS, clinical case management systems, pharmacy benefit management systems, data warehouses, provider data management systems, health insurance exchanges, health information
